The amendment of the Education Act 1989 in December 2017 enabled the implementation of the Partnership School | Kura Hourua policy.
Following the first application round for Partnership Schools | Kura Hourua, five schools opened in 2014. Of these five, four remain in operation due to the well-publicised closure of the Whangaruru Partnership School. (Te Pūmanawa o te Waiora). Three further application rounds have been completed that have resulted in a total of ten partnership schools being operative as at 01 February 2017.
All of these schools are focused on improving educational success for their Priority Learner (Maori, Pasifika, Decile 1-3 students, and special needs students) cohorts. The Contract these schools have entered into with the Ministry specifies that at least 75% of their enrolments must be ‘Priority Learners’, sets high targets for educational success, specifies, among other things, that the schools will accept enrolments in the order they are presented up to their maximum roll, and prohibits the charging of school fees. Two further application rounds were completed in 2017. Round 4 confirmed that two further Partnership Schools would open in 2018, while Round 5 confirmed that four additional schools would open in 2019.
The ‘Request for Application’ (RFA) for Round 5 included the opportunity for applicants to establish STEM schools in addition to the earlier sole focus on ‘Priority Learner’ schools. The option of establishing a STEM school for priority learners, and conversely, exists.
Partnership Schools | Kura Hourua may be ‘for profit’ or ‘not for profit’. Of the ten Partnership Schools currently in operation, nine are ‘not for profit’.
