The first twelve Partnership Partnership Schools are all classified as Decile 3 (a 10 point scale based on community socio-economic criteria, with 1 being the low end) schools and are all required by the contract they sign with the New Zealand Ministry of Education to have 75% of their enrolments classified as Priority Learners (Maori, Pasifika, Decile 1-3, Special Needs). These schools provide parents and pupils with the opportunity to pursue learning success beyond the school they are zoned to attend. In many cases these schools offer at-risk students a second chance, the chance to escape environments that are potentially destructive for them.
